Assistant Administrator for Communications and Web Management

Led EIA's omnichannel strategy and operations for helping people understand energy, as well as the agency's employee communications and engagement efforts. Reported to the agency Administrator and Deputy Administrator; directed over 50 federal employees and contractors and managed a $3.7M budget.
" Directly oversaw the governance and operations of the agency's award-winning public website, EIA.gov, which averages 2 million visits per month, and includes over 200,000 html pages and 1,500 publications; earning a "very satisfied" or "satisfied" rating from over 91% of 2019 customer survey respondents. " Stood up an external web application and product development unit for the agency; introduced an award-winning digital ecosystem of interlinked online query and mapping tools, along with a robust open data/API program that now provides direct, automated access to more than 1.8 million time-series data. Highlights include:
? Interactive data portals--Electricity, Coal, Oil Imports, International Energy Data, and U.S. States.
? Interactive energy dashboards--the Southern California Daily Energy Report, the New England Dashboard and the Natural Gas Storage Dashboard.
? The U.S. Electric System Operating Data Tool, which provides nearly real-time demand data, plus analysis and visualizations of hourly, daily, and weekly electricity supply and demand on a national and regional level for the U.S. electric grid.
? The U.S. Energy Mapping System containing more than 60 interactive layers of energy data and incorporating real-time feeds from NOAA and FEMA to provide insights into the likely impact of weather events--such as hurricanes and floods--to the U.S. energy infrastructure.
" Directed the management and operations of the "Inside EIA" employee intranet, which serves as the agency's primary vehicle for internal communication. " Implemented a comprehensive rebranding and website redesign effort to modernize EIA's corporate image, strengthen its brand identity, and bring consistency to its web and print products.
" Directed all media relations for a federal agency that receives daily news coverage. Responsible for up to 10,000 media citations annually and guiding staff in responding to more than 1,600 news media inquiries/year. " Oversaw EIA's external communications, marketing, branding, and outreach activities. This includes managing the agency's public profile and image and raising awareness through all channels (e.g. online, video, print publications, media relations, marketing collateral, social media, customer contacts).
" Developed and maintained agency-wide communications and web standards, policies, and procedures and communicated these standards to employees through a variety of media including the employee intranet. " Collaborated with program offices to conceptualize, design, and implement countless promotional campaigns supporting new and redesigned product launches, the release of the agency's annual flagship reports, events such as the EIA annual energy conference, and agency information useful during major energy disruptions such as hurricanes.
" Provided agency-wide leadership in tracking, monitoring, benchmarking, analyzing, and distributing EIA's diverse customer data--including web traffic, usability testing results, survey results, beta website feedback, contact center inquiries, media inquiries, email subscribers, social media usage, and search engine queries. " Redesigned and re-launched the existing Energy Kids website and conceptualized and launched the Energy Explained adult energy literacy web portal. These assets, along with EIA's Frequently Asked Questions and the daily Today in Energy homepage feature--introduced during my tenure--constitute the most comprehensive suite of energy education products currently offered by the federal government.
" Collaborated with Canada and Mexico to create a website in support of the trilateral energy initiative and featuring content in English, French and Spanish--nacei.org. " Partnered with the Groundwater Protection Council and its member states to design, develop, and launch nogateway.org, the first website with publicly available well-level oil and natural gas data from multiple states.
" Led an agency-wide employee retention initiative with cross-agency working group and human capital advisors; developed and launched the MyCareer@EIA intranet portal to broaden staff understanding of career options, development opportunities, and career progression at EIA. " Served on EIA's IT Review Board, charged with providing management and governance for the design, development, modernization, sustainment, use, security, and performance of the agency's IT resources.

" Led pioneering initiatives to implement a user-centered web design approach for online services assuring that core needs of users in terms of product features, navigation, interactions, and visual design were met; under my leadership, ERS was one of the first federal agencies to implement user/audience personas for its online services. " Planned and executed culture change strategy to improve intra-agency collaboration and repeatable best practices in digital product and service development and delivery.
" Led and managed the USDA-wide web content management system requirements gathering effort and served on the USDA Web Content Management System Vendor Selection Board; once implemented, the state-of-the-art, common platform saved USDA and taxpayers several million dollars annually. " Directed the successful launch of www.aeriasonline.org, a public-facing website for directors of national and international agricultural economics research institutes and agencies that enabled content contributions from ten different countries via a cloud-based web content management system.
" Led efforts that yielded an American Customer Satisfaction Index (ACSI) score making ers.usda.gov one of the highest-ranking federal websites; exceeded scores of top commercial sites such as MSN and CNN. " Collaborated with offices throughout the agency to author the annual ERS' eGovernment Tactical Plan.
" Advised the Office of Management and Budget (OMB) Interagency Committee on Government Information on web design and development policies and best practices that now guide all federal websites.

" Led the re-engineering and redesign of the Department of Labor's dol.gov public website, as well as applying a standard brand, navigational elements, and cross-functionality across all 27 Department sites such as osha.gov and bls.gov. This highly visible and complex project involved my leading extensive negotiations on behalf of the Office of the Secretary with senior officials at agencies throughout the Department. " Served on an interagency cooperative team led by the Department of Labor and General Services Administration as the project manager to develop and launch FirstGov for Workers (workers.gov), a web portal connecting American workers and their families to available federal, state, and local government. information and services. The site earned the prestigious Hammer Award from former Vice President Al Gore.
" Developed and implemented an information architecture and content strategy for the launch of the disAbility.gov interagency web portal.
