Full P&L responsibility for for Raytheon Vision System, supporting Space-based and Tactical surveillance applications by providing state of the art focal plan arrays and camera cores to the Aerospace and Defense market. Responsible for all site operations for the RVS Goleta, CA and Lompoc, CA sites with combined internal and external sales of approximately $300M, and over 700 employees. This role included the responsibilities for strategic planning to achieve business growth and drive profitability in core business areas, and for integrating Raytheon's vision, strategy, meeting the business financial goals, and assessing capability gaps. Key accomplishments include: • Established 3-year recapitalization plan, implementing the first year in 2019 to refresh the factories equipment with state-of-the-art capabilities • Initiated and executed strategies to capture several strategic Space and Airborne pursuits • Significantly increased year-over-year bookings, sals and profit.

Full P&L responsibility for tactical and strategic multi-sensor Airborne Intelligence, Surveillance, and Reconnaissance (ISR) business area. Lead short and long term strategy while overseeing program execution, and capture for several key international pursuit. Key accomplishments include: • Supported final negotiations and completed capture of an international direct commercial sale contract for a strategic ISR aircraft inclusive of aircraft, ground equipment, training and logistic support. • Successfully led strategic ISR aircraft program through Critical Design Review and start of aircraft modifications. • Initiated and executed strategy to capture several targeted strategic Airborne ISR pursuits.

Full P&L responsibility for Defense Electronic Systems Division, which comprised of Strike Weapons, Aircraft Protection, and Special Mission Aircraft, with 450 employees. Responsibilities included leading short and long term strategies while overseeing targeted captures for several key international pursuits. Key accomplishments include: • Delivered yearly-defined financial goals to the company, over delivered 6 of the last 7 years. • Successfully transition the AARGM program (a Navy ACAT-1 weapons program) from Development to Full-Rate Production. • Captured Armed Caravan Special Mission Aircraft contracts in Iraq and Lebanon. • Captured and delivered first international light gunship special mission aircraft program and developed a product line and marketing campaign in conjunction with aircraft OEMs. • Captured two Aircraft Survivability Equipment upgrade programs in Korea to install the AAR-47 and ALE-47 suite of aircraft protections equipment on several Korean helicopters. • Captured a program within the UAE to install an acoustic hostile fire detection system, on 280 aircraft operated by the Joint Aviation Command in the UAE. • Implemented process improvements in Engineering, Manufacturing, and Supply Chain to increase margins by over 6% in the last 3 years. • Completed facilities rationalization study and implemented footprint reduction to reduce cost and improve operating efficiencies. • Achieved first CMMI Level 3 certifications. • Maintained AS9100 and ISO9001 certifications. • Successfully relocated AARGM production to a new facility in Northridge, consolidating 5 separate buildings in one facility.

Division leader of functional organizations and process improvement implementation. Served as the Site Executive at the Woodland Hills facility.

Leader of multi-million dollar fixed price direct commercial sale development program with NEC, Japan. Responsible for day-to-day management and strategic leadership of program. • Expanded program to design and develop advanced C2 software components in the area of target tracking and weapon control for Japan. • Led contract definition, negotiations and program start-up. • Program execution operated complaint with CMMI level 5 practices. • Drove program performance on a path to achieve significant profit.

Assigned to manage the close-out of the Trilateral Frigate Cooperation Program, a firm fixed price direct commercial sales subcontract that was in a severe overrun. • Successfully negotiated contract closure plans with the customer and then turned the program execution performance around by meeting all contract commitments. • Completed obligations on a re-negotiated contract, allowing for a significant portion of program write-off to be returned to profit.

Responsible to start-up and manage the Next Generation Navy Destroyer, DD(X), Systems Engineering IPT which grew from a staff from 40 to over 250 engineers in a relatively short period of time. • Directed the day to day operations of the Systems Engineering Organization, including leading the development of Systems and SW Requirements, Design Analysis and Syntheses, System Modeling and Simulation, Integration Engineering, and coordinating the Human Systems Engineering. • Recognized for effective collaboration across Raytheon, industry teams, and the Navy.

Canada. Responsible for technical direction and leadership of all engineering programs, proposals, staff development and training, business development, and R&D work. • Successfully delivered the Canadian Automated Air Traffic Systems (CAATS) Program two months ahead of the re-negotiated due date. • Directed the successful transitioned of the FirtsPlusTM ATC Terminal Area Trainer product line from the UK. • Successfully led the organization thru a SW/CMM Level 3 assessment and a SE/CMMI level 2 rating. First Raytheon site to receive a CMMI rating.

Worked in Italy on a multi-national team as the Deputy Missile IPT lead (and as the lead Raytheon member). Responsibilities included development and implementation of project plans, management of staffing requirements across multiple Raytheon sites, and day-to-day management of missile and launcher requirements and design synthesis.
